Title: Programme Officer – Technical Advisory Services

Duties

The incumbent will do the following duties

• Develop tools and techniques to assess the needs for support, training, and technical assistance and to set priorities;
• Also, coordinate formulation and implementation of the work plan for project implementation interventions;
• Likewise, in coordination with the PFS Director, strategize and lead cooperation with UNDP and other agencies working on the projects on the ground;
• Coordinate and lead the collective work of the Unit and contribution among and within relevant partners, including providing technical guidance on relevant project issues
• Also, develop technical assistance and training programs in line with best practices
• Supervise consolidation across divisions to gather required knowledge and expertise for coordinated project input;
• Supervise overall project implementation support and interventions, ensuring that planned activities are carried out in a timely fashion; oversee processes related to human and financial resource management, procurement, general administration, security, and information technology for the Unit;
• Similarly, supervise countries’ capacity building and training activities, provide technical expertise in training where and when necessary

Qualifications for Vacancy for Program Officer

Education: Advanced university degree (Master’s degree or equivalent) in engineering, policy, energy planning, sustainable development, environment, natural science, or related field. Also, the organization may accept a first-level university degree in combination with qualifying experience in lieu of the advanced university degree.

Experience: A minimum of seven years of progressively responsible experience in the energy sector, some of which should be at the international level and involve the private sector. Also, experience with the management of professional and multicultural teams; experience in international cooperation and in dealing with multilateral agencies, networks, and forums; strong knowledge of policy and regulatory aspects regarding renewable energy. Likewise, experience in project development, management of complex international programs, energy financing programs, or renewable energy technology deployment. Furthermore, experience in emerging markets and with the engagement of governments. Experience in the design of training and technical assistance programs.

Language: Excellent command of written and spoken English. Fluency in Spanish is desirable. Knowledge of other languages is an advantage.
