Call for Participants: Values-Based Youth Work in Conflict and War Zones
The Youth Department of the Council of Europe, in collaboration with Ukraine’s Ministry of Youth and Sports, is organizing a training seminar focused on enhancing access to quality youth work and non-formal education during and after the conflict in Ukraine. Scheduled from June 2 to June 6, 2025, at the European Youth Centre in Budapest, this seminar aims to empower youth workers and educators with the necessary tools to support Ukrainian youth effectively. Applications are open for the “Values-Based Youth Work in War Contexts” seminar.
Seminar Objectives
- Analyze Current Challenges: Examine the specific needs and obstacles faced by youth workers and educators in Ukraine amidst the ongoing conflict.
- Share Best Practices: Discuss existing strategies and experiences in youth work that address the evolving needs of Ukrainian youth.
- Understand Council of Europe Standards: Explore the Council of Europe’s approaches to youth work and non-formal education, and learn how to apply these standards in the Ukrainian context.
- Enhance Competencies: Develop skills in utilizing Council of Europe methodologies to improve non-formal education practices within youth work.
- Discuss Project Outcomes: Review and deliberate on the results and expertise gained from the “Youth for Democracy in Ukraine” project.

Eligibility for Youth Work
- Target Group: Youth workers, representatives of youth centers, and specialists working directly with young people in Ukraine.
- Experience: Participants should have practical experience in work or non-formal education, particularly in challenging contexts.
- Language Proficiency: A good command of English is required to engage effectively in seminar discussions and activities.
