The Energy Project Development Specialist will support the JETP Programme Team Lead in advancing Vietnam’s energy transition by prioritizing and developing breakthrough projects aligned with JETP principles and national regulations. Key responsibilities include:
Project Facilitation: Lead the selection, design, and preparation of high-impact energy projects (e.g., offshore wind, solar, storage) and provide technical inputs to government and JETP stakeholders.
Policy & Planning: Strengthen policy frameworks, develop TORs, and advise on feasibility studies to ensure projects align with PDP8 and Net Zero 2050 goals.
Coordination & Implementation: Support day-to-day JETP operations, monitor progress, and collaborate with IPG, GFANZ, and Vietnamese agencies (MOIT, EVN, PVN).

Master’s degree (or equivalent) in Engineering, Energy Economics, Environmental Science, Energy Policy, Electrical Engineering, or a related field.
Bachelor’s degree (with 2+ additional years of experience) may be considered in lieu of a master’s degree.
5+ years (with Master’s) or 7+ years (with Bachelor’s) in energy sector & climate change, including:
Energy technology analysis, regulatory frameworks, and Just Energy Transition strategies.
Developing policy papers, concept notes, and project proposals for energy transition (e.g., offshore wind, energy storage, solar PV, grid modernization).
Resource mobilization (blended finance, public-private partnerships).
10+ years of national-level policy experience (preferred).
Experience with UN/international organizations, Vietnamese government agencies (MOIT, EVN, PVN), and stakeholder coordination.
Strong monitoring & evaluation (M&E) skills and knowledge of global best practices in energy/climate policy.
Proficiency in MS Office, databases, and web-based management systems.
Analytical, communication, and project management skills.
Knowledge of gender equality and civil society engagement (advantageous).
Fluent in English and Vietnamese (required).
