The Context Sensitivity Project Officer will report directly to Context Sensitivity Specialist – SPU Team Leader. S/he will work closely with the  Manager and the Context Analysis Project Analyst to provide high quality context sensitivity services to UNDP teams and UNDP partners. In close coordination with other UNDP portfolios and Area Offices, s/he will participate in analysis, advocacy, outreach and capacity building activities to ensure that key conflict sensitivity considerations inform programme design and implementation as well as strategic policy discussions at UNDP, HCT and donor levels. S/he will support joint area-based UN programming efforts, with a specific focus in accompanying UNDP and UNCT/HCT field teams.

Duties and Responsibilities of Context Sensitivity Project

Facilitate and regularly conduct local conflict analyses of social and economic dynamics at the field level.
  • Support UNDP field offices in conducting and drafting conflict analyses of areas of operation, including by developing appropriate analytical tools and supporting field missions.
  • Facilitate conflict analyses of social and economic dynamics in priority areas of HCT operations together with AHCT field staff.
  • Draft high-quality reports of conflict analysis findings and their implications for conflict sensitive operations in the targeted areas, with a focus on early recovery assistance.
  • Support UNDP field offices in conducting and drafting conflict analyses of areas of operation, including by developing appropriate analytical tools and supporting field missions.

Collect and document evidence-based of conflict sensitive early recovery assistance.

  • Support the Development of a MEAL system and data collection/learning approaches suitable to capture social change and evidence, and in line with existing systems, practices, and resources.
  • Support the documentation process of evidence of the implementation of conflict sensitive early recovery assistance, with a focus both on processes and outcomes on the ground.
  • Develop lessons learnt and case studies for the use of UNDP, HCT and donor partners to demonstrate the feasibility and impact of conflict-sensitive early recovery. These products should also help inform capacity building efforts of the Context Sensitivity Team at the UNDP and HCT level.

Support conflict sensitivity capacity development of UNDP staff and partners.

  • Develop conflict sensitivity programme guidance for UNDP staff responsible for programme implementation in the field and in the Country Office, including on livelihoods and essential service rehabilitation programming across different sectors.
  • Strengthen conflict-sensitive practices across programming and operations, with a focus on integrated, area-based and participatory programming at the field level.
  • Design and support context sensitivity capacity building processes and workshops for international and local partners across the HCT.

Support advocacy and outreach at UNCT/HCT and policy level to promote conflict-sensitive programming in the Syrian transition phase.

  • Support the Context Sensitivity Team as well as UNDP Syria Senior Management in advocacy and outreach efforts related to conflict sensitive programming, both at the HCT and donor/ policy level.
  • Build networks with relevant partners – both within and outside the HCT -, and represent the Context Sensitivity Team in relevant HCT and UNCT coordination platforms and donor briefings.

Required skills

  • Experience in the use of computers and office software packages is required.
  • Willingness and ability to travel frequently to the field and the region, in accordance with programme priorities, is required.

Desired skills in addition to the competencies covered in the Competencies section:

  • Proven experience in producing high quality conflict sensitivity research and analysis products is highly desirable.
  • Experience in supporting multi-stakeholder processes and community engagement is highly desirable.
  • Proven experience in designing and delivering capacity building workshops is desirable.
  • Proven experience in the design, monitoring and evaluation of development, humanitarian and/or peacebuilding projects is highly desirable.
  • Prior experience with the United Nations is an asset.

Required Language(s) 

Excellent command of Arabic and English in both oral and written is required.
