RESPONSIBILITIES

  • Instruct, assist, and facilitate the financial administration of all US Federal and non-Federal awards in its pre-award, implementation, and post-award cycles per donor and Freedom House policies and procedures.
  • Collaborate with the international program teams and applicable support staff in the development of budgets for new proposals and post-award modifications.
  • Also, collaborate with staff to ensure proper methodology, documentation, procedural guidelines adhere
  • Train and advise project implementers on the proper financial management of awards and financial compliance per donor/sponsor specific terms and conditions and other regulations.
  • Monitor, review, and ensure that the financial commitments of Freedom House are expended and reported
  • In addition, perform financial reviews of grant-related activities
  • Review expenditures incurred to ensure full cost recovery, to ensure that costs are adequately documented, financial records are accurate and adequately maintained, grant-related accounts are accurately reconciled, and produce quarterly and annually required financial reports.
  • Ensure closeout of grants and contracts are in line with donor/sponsor, and Freedom House requirements.
  • Enhance, educate, and apply the organization’s financial policies and best practices to ensure efficient and effective financial management of all US Federal and non-Federal grant activities.
  • Also includes collaborating with both finance and non-finance colleagues to update, modernize, and maintain Freedom House’s financial policies, procedures, internal controls, and guidance tools.
  • Includes continuous learning on one’s part on relevant industry requirements, updates, and changes to regulatory and compliance requirements that impact’s Freedom House’s business.
  • Collaborate with finance colleagues to ensure both data integrity and information accuracy across the financial systems and software

QUALIFICATIONS:

Education:

  • Bachelor’s degree in accounting, finance, or an analytical discipline
  • A Master’s degree in business or accounting is an advantage

Experience:

  • Five or more years of broad USG grants and finance administration including engagement with affiliate field office and subgrant-making.
  • Three or more years in a mid-size, international non-profit organization.
  • Also, has experience of one or more years administering subcontracts and sub-awards.

Technical Skills:

  • CPA or international equivalent preferred.
  • Thorough understanding of OMB compliance regulations
  • Familiar with enterprise accounting software such as Deltek Costpoint, Cognos Report writer, and the MS Office suite of applications.

General Working Condition

  • Candidates must be capable of returning to the organization’s DC office if there is the implementation of such a decision.
  • Candidates should expect to perform duties and be available primarily during normal office hours (9 am – 5 pm, US ET).
  • Some evening and weekend hours may be required to complete time-sensitive tasks or attend events.
