About:

UN Women works to implement its Strategic Plan 2018-2021, Outcome 2: Women lead, participate in and benefit equally from governance systems. This includes support to political institutions and processes to advance gender equality and promote women’s participation. Through the provision of policy advice, technical assistance, tools and knowledge, UN Women supports parliaments to increase the capacity of elected officials and strengthen them to deliver for gender equality, including in the budgetary process. National budgets reflect government policy commitments and can serve to reduce, reinforce or exacerbate gender inequality.

Summary:

UN Women is seeking the services of experts/authors on gender equality, parliaments and gender responsive budgeting to develop an action kit on gender responsive budgeting for parliaments. The action kit will be disseminated through UN Women’s regional and country programs to support members of parliament and parliaments to implement gender responsive budgeting practices.

Responsibilities

  • Introduce the topic with key concepts and definitions along with guidance (and corresponding tools) for parliamentary action on gender responsive budgeting.
  • Also, provide practice-based examples on the roles of parliaments in gender responsive budgeting.
  • Likewise, include examples of sectoral application of gender responsive budgeting.
  • Additionally, examine the roles of parliaments in scrutinizing and monitoring gender budgets in emergencies and humanitarian contexts.
  • Likewise, present checklists to guide parliamentarians in key action areas for gender responsive budgeting.
  • Include additional resources for further reading.

Competencies

  • Sound expertise in gender equality and women’s empowerment, including on gender responsive budgeting and parliaments.
  • Similarly, strong research and analytical skills.
  • Likewise, capacity to collate and analyze large amounts of information and distill it into clear guidance and/or knowledge products.
  • Also, ability to work effectively and harmoniously with people from varied cultures and professional backgrounds.
  • Ability to produce well-written documents that are action-oriented.
