For over 20 years, the United Nations Office for Project Services (UNOPS) Peace and Security Cluster (PSC) has provided its largest partner, UNMAS; with interlinked portfolio, program and project management services that are reinforced by comprehensive management and oversight controls.

Description:

The UNMAS Iraq program was formally established in June 2015, at the request of the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS supports the Government of Iraq to protect civilians from the threat of explosive ordnance and enables humanitarian, stabilization and reconstruction, and socio-economic efforts. under the UNMAS Iraq Program Strategy focusing on three main components: 1. Capacity Enhancement; 2. Also, Risk Education, and 3. Explosive Hazard Management. UNMAS Iraq has offices in both Baghdad and Erbil.

Technical Advisory:

  • Provide guidance to the UNMAS Iraq program on matters related to EORE;
  • Also, provide EORE technical support and capacity enhancement opportunities to national mine action staff, implementing partners, contractors and government actors. Also, this may include delivering specific trainings and quality assurance activities;
  • Similarly, support the UNMAS Iraq nationalization process with the objective of building a fully competent, national EORE capacity for proper oversight of EORE activities within the program and Iraqi context

Operational Coordination

  • Direct and implement the strategic direction of EORE in compliance with the Country Program Strategy of UNMAS Iraq;
  • Likewise, liaise with the Mine Action Sub-Cluster, the national and regional authorities, and other mine action operators to coordinate the EORE response;
  • Form partnerships and maintain existing relationships with other humanitarian actors and contribute to the stabilization and humanitarian efforts in Iraq;
  • Receive and redirect questions and requests to UNMAS that result from the sub-cluster and/or UN-related Humanitarian initiatives;
  • Furthermore, liaise with and coordinate closely with the national and regional authorities on EORE activities and training requests;
  • Also, represent UNMAS Iraq in technical EORE forums and be the principal focal point for external representation.

Project and Grant Management

  • Oversee the overall execution of EORE grants and contracts in close collaboration with implementing partners/contractors;
  • Also, provide guidance to the Associate Risk Education Officers on the administration, monitoring and quality assurance of the grants and contracts, if required;
  • Ensure duties and administrative actions are implemented according to UNOPS policy, within the scope of UN and UNMAS mandates, and in compliance with agreements with donors;
  • Develop Call for Proposals and Statement of Works for EORE activities;
  • Likewise, organize donor visits and media events/visits when it pertains to EORE activities and partner work.

Education:

  • Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience; or
  • Also, first level University degree (Bachelor’s Degree or equivalent) with a minimum of 7 years of relevant experience.

Experience :

  • Relevant experience is defined as experience in project management, risk education or any other related field.

Languages:

  • Fluency in English (reading, writing, speaking)
  • Fluency in Arabic (reading, writing, speaking)
