Background:

The Northern Corridor is the transport system linking the Member States of Burundi, Democratic Republic of Congo, Rwanda, South Sudan, and Uganda, to the maritime port of Mombasa. The Corridor also serves Northern Tanzania, Somalia, and Ethiopia. Also, to facilitate the movement of transit cargo from the Port of Mombasa toward the hinterland, the Member States of Burundi, DR Congo, Kenya, Rwanda, South Sudan, and Uganda signed a revised multilateral treaty in 2007; otherwise known as the Northern Corridor Transit and Transport Agreement (NCTTA). The objective of NCTTA is to promote the use of the Northern Corridor as the most efficient way for land transport between respective countries and the sea; and to offer the right of transit to the signatory countries to facilitate the movement of goods through respective territories and to provide all the necessary transit traffic facilities between them, in line with the provisions of the Agreement.

Duties:

  • Identify proposed programs and projects to be run in short to medium term
  • Also, review and propose an appropriate Organizational Structure for the Authority, capable of managing the implementation of the projects and programs proposed
  • Propose potential partners and level of engagement required to actualize the Strategic Plan
  • Additionally, analyze the project’s risks summarize the Risk Profile
  • Identify fiscal commitments that are likely to occur for each Member States based on the projects
  • Likewise, prepare a PPP Pipeline list that can be shared and discussed with each Member State and the private sector for consideration
  • Furthermore, prepare a detailed monitoring and evaluation framework to support the implementation and periodic review of the Plan.

Academic Qualifications:

  • The Public-Private Partnership Consultant must have at least a relevant degree in Economics, Strategy, Business, Engineering or related field.
  • Also, a Masters Degree will be an added advantage.

Experience:

  • Relevant work experience of at least at least five (5) years in the fields of trade facilitation, transport policy, public-private partnerships, and regional transportation systems.
  • Furthermore, sufficient knowledge of the Northern Corridor region is necessary for this post. In addition, experience in working in Africa will be an added advantage.

Language:

English and French are the working languages of the United Nations Secretariat. For this post, the preferred language is English
