About:

The International Cooperation and Assistance Division serves as international provider and platform for providing specialized and technical assistance in support of States Parties efforts to meet their obligations under the Convention through a portfolio of wide range of programs and projects. Also, these capacity building programs are aimed at contributing to build and enhance States Parties capacity to fostering the use of chemistry for peaceful purposes for the economic and technological development of the States Parties; facilitating the national implementation and responding and dealing with threats involving toxic chemicals.

Summary:

The post holder will work across the Implementation Support Branch. The branch is specifically responsible for the coordination of efforts between the Technical Secretariat and National Authorities as they seek to implement the Chemical Weapons Convention by providing support to State Parties in relevant efforts.

Main Responsibilities

The applicant will provide technical and administrative support in capacity building activities, including through remote/virtual means, and identifying and analyzing needs and issues, developing suitable strategic approaches and implementing them in an international context.

This role involves planning, coordinating and implementing program/project management cycles. Also, you will also work closely with representatives of States Parties and other external partners to identify needs and gaps in the national implementation that require assistance, including through:

  • Building and/or strengthening of national capacities;
  • Also, outreach and engagement support.

Education

You should have an advanced university degree in Political Sciences, International Relations, Economics, Law or related area. A first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree.

Knowledge and Experience

Make sure you have at least 5 years of relevant experience in the field of technical cooperation/assistance or international development cooperation with an advanced degree, or 7 years with a first level degree, including at least 3 years of work experience at the international level in a relevant area; thorough knowledge and experience in program or project planning, implementation and monitoring; practical knowledge of program/project evaluation techniques and approaches.

Desirable:

  • Experience in capacity building approaches, including through remote/virtual means, and identifying and analyzing relevant needs and issues, developing suitable strategic approaches and implementing them in an international context;
  • Also, experience with program/project evaluation and related impact analysis;
  • Likewise, practical knowledge and experience in logical framework approach.

Skills:

  • Excellent and proven planning, organizational, coordination, negotiation and problem-solving skills;
  • Similarly, strong analytical and conceptual skills;
  • Also, excellent drafting skills in English;
  • Proven ability in establishing and maintaining effective working relationships with people from diverse backgrounds;
  • Furthermore, flexibility and ability to work under pressure;
  • Likewise, computer literacy (word processing, databases, spreadsheets and email);
  • Additionally, knowledge of the CWC and the activities of the OPCW.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
