(UND Paid Internship) 2024 Regional Programme Specialist, Local Governance and Integrated Local/Urban Development

Based in Istanbul Hub, the 2024 Regional Programme Specialist Internship for Local Governance supports Country Offices with policy advice on local governance and development.

Duties and Responsibilities

1. Provide Programme Support
  • Support RBEC and COs in Europe and Central Asia design, mobilize partnerships and resources, implement and monitor strategies, programmes and projects related to local governance, decentralization, local development, urban development, smart cities, as well as democratic institutions and processes at the local level.
  • Incorporate gender equality and human rights’-based approach in policy and programming work.
  • Provide relevant contribution to UNDP SURGE and other requests coordinated by the Crisis Bureau .
2. Support Knowledge management, Integration and Policy Development
  • Coordinate the production and share relevant analysis and guidance on the thematic areas noted above, for policy advice and programme support that responds to country office needs;
  • Apply multi-disciplinary approaches and work across teams to design and support ‘governance integrated portfolios’ and strengthen cooperation between UNDP teams with external partners;
  • Provide Quality Assurance to ensure alignment with global development policies, norms and standards.
  • Ensure cross-practice approach and cross-regional collaboration.
  • Conceptualize and recommend policy innovations in the thematic area to improve programme delivery.
3. Policy Positioning and Representation
  • Mobilize, foster and strengthen strategic partnerships with UN entities, donors and non-state actors, and provide inputs to those partnerships in support of UNDP initiatives;
  • Advocate the importance of the thematic area in various fora at the regional level, including private sector, academia and civil society, with a view to deepen related political commitment and related reforms;
  • Support the Regional Hub and country offices in ECA in engagement in UN interagency coordination in relevant policy areas by organizing and participating in regional meetings.
4. Partnerships and Resource Mobilization
  • Provide substantive inputs related to (regional) external partnerships in the area of work;
  • Support fostering strategic partnerships with UN and external regional partner institutions, Governments, private sector, academia, NGOs, and CSOs at regional and local level.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience for 2024 Regional Programme Specialist

Education:
  • Advanced university degree (master’s or equivalent) in governance, public administration reform, international development, development economics, law, political science, social sciences or related disciplines is required;
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of professional work experience providing policy advice and programme support on local governance, decentralization and local development, including on broader public sector governance issues including support to economic governance, integrity, transparency and anti-corruption, innovation of public services, or other relevant governance areas at the local level and in different development contexts.
  • At least 2 years of experience in the use and application of digital transformation and innovations to support public services, public engagement, local governance and/or integrated local development is required.
  • Prior experience and knowledge of UNDP programme and operations and ‘Next Gen Governance’ approaches would be an asset.
  • Knowledge and experience of digitalization in the context of governance programming would be an asset.
  • At least 4 years of experience working in developing country settings is required and experience working in ECA and in crisis contexts is an asset.

Language Requirements:

  • Fluency in English, both written and oral is required.
  • Working knowledge of another UN language would be an asset.

Note:

Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
