The Transport Legal Analyst’s primary responsibility is to provide technical assistance to MIRD in EU accession, offering legal drafting support for the transposition of EU Directives and Regulations into Moldovan legislation. Her/His role primarily focuses on Chapter 14 of the EU Acquis (Transport Policy) and would require collaboration with the State Chancellery and/or the Bureau for European Integration.
Duties and Responsibilities of Transport Legal
1. Legal Analysis & Legislative Alignment
- Conduct an in-depth legal analysis of Moldova’s road and combined transport sector legislation, identifying gaps in alignment with the EU Acquis as part of the RM-EU Accession process.
- Propose specific legislative amendments or new laws to enhance compliance.
- Assist MIRD in drafting primary and secondary legislation, comparative studies, briefing notes, and regulatory impact assessments.
- Provide legal feedback and recommendations on draft laws and reform-related documents.
2. Screening Documentation & Position Papers
- Develop and refine presentations for bilateral screening meetings, outlining Moldova’s compliance status and strategic alignment plans.
- Prepare comprehensive reports for Chapter 14 (Transport Policy) and Chapter 21 (Trans-European Networks).
- Draft position papers detailing Moldova’s stance, proposed transitional arrangements, and compliance timelines.
3. Stakeholder Coordination & Bilateral Meetings
- Support MIRD in preparing and conducting bilateral screening meetings, ensuring all required documentation is accurate and complete.
- Facilitate coordination between government institutions, EU officials, and industry stakeholders to advance EU harmonization efforts.
- Provide expert input for meetings, presentations, and public reports.
4. Legal Support for EU Accession Negotiations
- Assist in formulating Moldova’s negotiation strategy for transport-related EU accession chapters.
- Analyze legal precedents and best practices from EU Member States to support Moldova’s legislative development in the transport sector.
5. Advisory & Ad-hoc Support
- Provide expert guidance to MIRD officials on EU transport legislation and its implementation.
- Implement legal related ad-hoc requirements.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in law, transport, public administration other closely related fields is required, or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- At least two years (with Bachelor’s Degree) of progressively acquired experience in law and/or policies development and/or public administration.
Required skills:
- Working experience in the EU transport legislation harmonization process or/and accession negotiations.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.).
- Experience in conducting public consultations and assessing the impact of draft legal acts.
- Ability to deal with people with tact and diplomacy.
- Ability to achieve results and deadlines in a timely manner, maintaining a high standard throughout.
Desired skills:
- Previous experience in working with Government, particularly with Ministry of Infrastructure and Regional Development
- Proven experience in drafting laws, regulations, guidelines, and/or policy documents, particularly in the transport sector.
- Prior experience with UNDP/UN Agencies/WB, and/or EU-funded projects or other international organizations;
Required language(s):
- Fluency in English, Romanian and Russian is required.
- Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.
